Based on my personal experience, that report is total crap.  Following an illness at a time that I had poor medical insurance, I was left owing a 5-figure amount to my doctor.  The clinic allowed me to pay off that amount over time and without interest.  They were just happy to be paid and even forgave a part of the amount.  

At a time that Medicare shafts physicians a large part of their fees, doctors and hospitals are not going to sue a patient for payments that put him into bankruptcy if the patient makes a good faith effort to pay his bills.
