Thompson was perhaps one of the worst things that could have happened to Wisconsin Republicans.  He was enormously popular.  He was very good at &quot;picture postcard&quot; legislation (e.g., school choice, welfare-reform.)

But he was pasting those pictures over a growing cancer--his increase of State payroll by thousands, his willingness to spend money like there was no tomorrow, particularly on highway and building contractors.
